Did any maritime office maintain records of ships, their captains and owners in any of the years in the subject line?

According to family lore one of my ancestors was the master of his own ship. Also, he supposedly lived in Scotland before he and his brother emigrated to the US. He was reportedly lost at sea. I have no information regarding whether he was in the tobacco trade or was involved with slave trading.

Since this is a rather slim basis for starting a search, I have been hesitant to bother anyone with the information. However, I have been totally unsuccessful so far in finding my great great grandfather using records here in the States to be able to continue working backwards from known information. If there is such a registry, maybe it would be possible to find my Graham ancestor, learn his first name and work the search forward from there/

I only wanted to see what his information was since I haven't been able to find my ancestor anywhere since he came to America.
