Daniel Junior's residence was the civil parish of Templenoe in Kerry. He became a cop and served in Kerry. Given that I can only find one elderly man in the 1911 census with the surname Cloe, it does indeed sound like Cloe must be a variant of another name. It would probably be best to start with an Irish surname reference, like Grenham's.
